Finally put the RPL license live

Today we finally got around to putting the VOSBA Reciprocical Public License life.

The VOSBA Reciprocical Public License is a true Open Source license derived from the GNU Generic Public License (GPL). The main difference between the RPL and the GPL is the obligation to return changes to the authors. We did this after much deliberation. The GPL is freer, but for us Dutch that usually means that "one" gets away with the code. The RPL at least creates the legal obligation that one carries improvements back to the origin. The core team is then able to include the improvements in the source code as well so that 'collaborative development' is encouraged in this way. Read more:
